Change subject: events: VM status update

Patch Set 4: Code-Review-1

sure, but this requires a _lot_ of changes on the engine side to use it
effectively.
For monitoring - some have been done by Roy, many are still pending on Roy and
Arik. I don't want to get stuck with something we will have to throw away...
For reaction on VM status change only, we didn't even have that discussion. For
minimizing the data transferred(relevant to what do we want to send in the
notification) Vinzenz should also be involved as he analyzed it and had some
proposals too

I'm not saying this is bad, the infra side is shaping up nicely, but the actual
use i not clear yet and I would like to not rush it.
