restapi: Add sync networks to Setup Networks call Added the sync network functionality to the BackendHostNicResource call to SetupNetworks. If a HostNic has the field "impose network configuration" set and there's a network attached to the NIC, then this network will be set to be synchronized to the logical network definitions, as part of the SetupNetworks command.
