Line 71:     echo "Restore of database $DATABASE from $FILE completed."
lets see 
1) If you didn't sync with HEAD , so, you don't have DB changes done lately and 
upgrade will say that database is up-to-date.
2) If you are sync with HEAD and there are some new upgrades, then you MUST run 
upgrade in order to run the application without getting a SQL Exception.

So, as you see , this must be forced.
