Patch Set 2:

For what I see, comeone changed the change-id in the commit message once it was 
already submitted with a different change-id, probably using the UI (if using 
ssh it would have opened a new patch).
Avoid changing the Change-Id using the ui, as it will not change the underlying 
change-id identifier for the patch. And that creates an inconsistence.

It's tru that the hooks have a pending bug, but it's related to changes that 
were already merged when creating a branch, not this case if I'm not mistaken.
