core: UnPowerMock UpdateVdsGroupCommandTest Removed PowerMock dependency from UpdateVdsGroupCommandTest and replaced it with spying the command and using MockConfigRule. In order to achieve this improvement, some refactoring was done to UpdateVdsGroupCommand where some DAO access methods and CpuFlagsManagerHandler methods were wrapped and extracted.
