Patch Set 14:

So if I have a data center of 1000 VMs in up status, when I'll want to 
deactivate the data center this command will fetch 1000 VMs from the database 
and for each of those (since all are up) it will fetch all of it's device 
(remember that it can be potentially thousands) and when all the data is loaded 
to the memory it will run it's tests?
Wouldn't it be way more efficient to create a new query which join all of those 
3 tables by the desired conditions (up, ISO connected) and block the action 
upon the resulting VMs which you can also use their names in the CDA message?

Aside for that, please add tests for the CDA part
