Change subject: core: Allow anonymous QoS in DB
......................................................................

Patch Set 6:

Sorry but Have a problem with the anonymous concept, and explained so in the
past.

QoS objects are currently referenced in one place (profile) but going forward
will be aggregated by a policy along with other QoS elements of storage,
compute, etc.

Allowing this will make policy impossible, and very hard to manage in global
system perspective.

I suggest we discuss this before proceeding with this code change.
