I do not understand how backup restore became something to be used to hosted 
engine use.

Provisioning was never a task for backup restore process.

I think that most of hosted engine implementation is something that was not 
meant to be... but I knowing the source of the requirement I be silent.

Anyway... the 'restore' into hosted engine should be part of the installation, 
provided database backup you can restore it with provisioning or without during 
the setup.

There is no much sense in duplicating the database provisioning, it was 
difficult enough to do that first time.

Also, keep in mind that provisioning will not work when database is remote, so 
I do not fully understand what you want to do.

I suggest to fully ignore hosted engine for now in this regard (backup/restore).
