core: adding the conditional call to process hardware capabilities to the strategy This commit adds the condition on whether to call the hardware capabilities processing or not, to the monitoring strategy. It is an optimization today, and now we allow the strategy to decide whether to call it or not, based on potential changes in the VDS object.
