engine-manage-domains: Changes and fixes in engine-manage-domains utility This commit adds the addPermissions option to engine-manage-domains utility. The default behaviour will be not to add permissions to the provided user upon add/edit. Additional changes: 1. Throwing exception instead of return value in the set config values. 2. Saving encrypted passwords in vdc_options.
