Me, too. Momentum? I find that standards committee members rationalize keeping old requirements by saying, "We have no problems therefore the requirement is working." On the other hand, customer/client specs requirement for insulation resistance is indeed momentum: it was in our old specs so we carry it over to the new specs without thinking through the requirement.
