Release debbugs 0.16
* packages/debbugs/debbugs-gnu.el (debbugs-gnu-mode)
(debbugs-gnu-usertags-mode, debbugs-gnu-lisp-mode)
(debbugs-gnu-diff-mode, debbugs-gnu-change-mode): Adapt docstring.
* packages/debbugs/debbugs.el: Require soap-client 3.1.5.
Increase Version to 0.16.
* packages/debbugs/debbugs.texi (Installation)
(Requesting bug numbers): Use https.
(Requesting messages): Fix typo.
