    Rename llm-make-tool-function to llm-make-tool (#153)
    
    extends #141 to utilities/elisp-to-tool.el
    
    Without this fix,
    
    ```elisp
    (require 'utilities/elisp-to-tool)
    ```
    throws `Debugger entered--Lisp error: (void-function
    llm-make-tool-function)`
