The KAT500 and KPA500 don’t communicate, so there really is no way for the KPA 
to tell which antenna is selected.

is there a fault shown when this situation occurs? How are you determining that 
the KPA has no power out? And,
is there any power going into the KPA at that time?

Very doubtful this is a KPA500 problem unless there is a fault. And then it 
would be a KAT500 or antenna issue.
Take a close look at the transceiver to make sure it is actually outputting 
power to the KPA500.
