CryptoPkg: Remove SLH-DSA signing API
Remove SlhDsaSign from BaseCryptLib, backend instances, and signing tests.
Keep the protocol callback signature and slot for compatibility, mark it
deprecated, and return FALSE. Verification tests continue to use
precomputed signatures.
