EmbeddedPkg: Resolve ReportStatusCodeLib library class
The ReportStatusCodeLib library class references a library instance
that doesn't support that class. This makes the build to throw a warning
about it.
This change resolves ReportStatusCodeLib into one of the supported
instances. There are 2 instances support that class which are
DxeReportStatusCodeLib
and PeiReportStatusCodeLib.
