  DynamicTablesPkg/RiscV: Skip disabled interrupt controllers

Respect FDT status when enumerating PLIC, APLIC and IMSIC nodes so
unavailable controllers are not emitted into the MADT. For an MSI-mode
APLIC, also require its selected IMSIC parent to be enabled.

Expose the status check as FdtNodeIsEnabled() in FdtUtility so other
parsers can reuse it. Keep availability checks in the enumeration loops
rather than folding them into the controller-type predicates. Return
EFI_NOT_FOUND when no usable PLIC or APLIC is enumerated.

  DynamicTablesPkg/RiscV: Account for IMSIC guest-file pages

Use the parsed guest-index width to advance between harts and size
each RINTC IMSIC MMIO region to include supervisor and guest-file
address slots. Bound the final region by the DT reg extent.

Reject out-of-range guest-index values before narrowing the DT cell
to the ACPI field width.

  DynamicTablesPkg/RiscV: Initialize reserved interrupt-controller flags

PlicAplicCommonInfo.Flags is copied from an uninitialized stack field
into the PLIC/APLIC configuration-manager object and then the MADT.
Zero the common information structure before enumerating controllers
so reserved flag bits have a defined value.

The IMSIC and APLIC selectors read IrqProp[1] after checking only
that the property contains one cell. Require two complete cells
before reading the interrupt number. Use a null check for the APLIC
property pointer instead of comparing it with an integer.

  DynamicTablesPkg/RiscV: Correct FDT cell types in RINTC parsing

Use CONST UINT32 pointers for the FDT cells passed to ReadFdtCells64,
matching its interface and avoiding pointer-sign compilation errors.

Store FdtAddressCells's result in INT32 so its negative error codes
are preserved and the existing error check can detect them.

  DynamicTablesPkg/RiscV: Support IMSICs without guest interrupt files

ACPI 6.6 Table 5.57 requires NumGuestIds to be zero when no guest
interrupt files are implemented. The FDT parser currently defaults
the count to NumIds even when no guest index bits are present,
and the MADT generator asserts on a zero count.

Parse and validate the guest index width before deriving NumGuestIds.
An absent riscv,guest-index-bits property defaults to zero, so emit
zero guest identities for an absent or zero width without reading
the unused riscv,num-guest-ids property. For a nonzero width,
preserve the explicit guest identity count or its default from
riscv,num-ids. Validate explicit counts before narrowing, including
rejecting zero as required by the DT binding.

Allow zero in the MADT generator while preserving the bounds and
granularity checks for nonzero counts. The existing RINTC size
calculation already yields one supervisor page for zero guest index
bits and remains bounded by the DT reg extent.

  DynamicTablesPkg: Check HMAT domain lookup errors before indexing

AddMemLatBwInfo() only asserts that each proximity-domain lookup
succeeds before using its output index. Assertions can be disabled,
leaving an uninitialized index in use if either lookup fails.

Return the lookup error before writing the relation matrix. Keep the
existing assertions and successful-path behavior. This also fixes
the RISCV64 package build's -Werror=maybe-uninitialized failures.

  DynamicTablesPkg/RiscV: Handle an empty APLIC list in the SSDT

The SSDT generator selects PLIC information whenever AplicCount is
zero, but only fetches that information on EFI_NOT_FOUND. If the
Configuration Manager returns an empty APLIC list successfully, the
generator instead reads uninitialized PlicCount and PlicInfo values.

Fetch PLIC information whenever the APLIC count is zero. The object
getter also sets the count to zero on EFI_NOT_FOUND, preserving that
fallback. Initialize PlicInfo as well so GCC does not warn about the
conditionally assigned pointer in the later device-generation loop.

  DynamicTablesPkg: Enable RISCV64 package build coverage

Add RISCV64 to the package's supported architectures and include the
FDT parser in its RISC-V components. This lets the package compiler
checks exercise the RISC-V parser and table generators instead of
silently excluding them.

Keep the parser limited to AARCH64 and RISCV64, the architectures
for which it implements a dispatcher.

Address the uninitialized-value warnings exposed by the RISCV64 GCC
build without disabling warnings:
- Return success after grouping CM objects and generating PCI slots.
- Initialize the DBG2 cleanup result when there are no SSDT tables.
- Initialize the SMBIOS Type 7 cleanup count before allocations.
- Initialize the four affected SMBIOS Type 42 CM object pointers.
- Assign RHCT section and PPTT cache offsets before their count checks.

These changes accompany the HMAT and PLIC/APLIC fixes earlier in the
series so both DEBUG and RELEASE package builds succeed with -Werror.

  DynamicTablesPkg/RiscV: Initialize the external interrupt list once

Initialize mExtIntcList statically so GSI lookup and library cleanup
can safely traverse an empty list when no controller has been added.

Remove the list-head reset from FdtCreateExtIntcList(). Resetting the
head on every insertion discards earlier controller mappings and leaks
their entries. Preserve all mappings until the destructor frees them.
