MdePkg/ArmTransferListLib: Add libtl as a submodule to EDK2
This commit adds the Transfer List Library (libtl) as a git submodule
under MdePkg/Library/ArmTransferListLib/libtl. The
purpose is to enable the Transfer List data handoff mechanism as
defined by the Firmware Handoff specification.
ArmTransferListLib will consume this submodule and act as a wrapper
layer around libtl functions and implementations. This allows EDK2
modules to work with Transfer Lists through a stable EDK2-style API
interface.
The changes in this commit are limited to the addition of the submodule
and do not yet include the integration logic for ArmTransferListLib.

MdePkg: Add ArmTransferListLib backed by libtl
Add the Transfer List public headers, GUID/PPI declarations,
and ArmTransferListLib implementation under MdePkg.
The library is implemented as an EDK2 wrapper around the libtl
submodule so the common Transfer List handling code can be reused.

MdePkg/ArmTransferListLib: Add TL wrappers and helpers
This commit extends ArmTransferListLib with additional wrapper APIs that
forward to the libtl implementation. The aim is to expose common TL
operations through a stable EDK2-style interface.
Changes included:
- Add header declarations for more TL helpers.
- Implement wrappers in ArmTransferListLib.c by calling libtl API.

MdePkg: Add CI ignore rules for ArmTransferListLib third-party code
Add IgnoreFiles entries to exclude the libtl (Transfer List library)
third-party code from EDK2 checks:
- EccCheck: Skip EDK2 Coding Convention validation
- SpellCheck: Skip spelling checks
- UncrustifyCheck: Skip code formatting validation
- MarkdownLintCheck: Skip markdown validation
The libtl directory contains upstream third-party library code
that should not be modified to conform to EDK2 standards.

MdePkg: Add C library support files for ArmTransferListLib
Add standard C header files and support to build the third-party
Transfer List library:
- TransferListLibSupport.h: Maps C library functions to EDK2 equivalents
- assert.h, stdbool.h, stddef.h, stdint.h: Standard C headers that
redirect to the support file
This allows the third-party library(libtl) code to compile without changes
by providing the C library headers it expects. The approach follows
the same pattern used in other EDK2 packages for integrating
external libraries

MdePkg: Ignore ArmTransferListLib C shim headers in CI checks
Exclude the ArmTransferListLib C compatibility shim headers from ECC and
Uncrustify checks.
These headers are provided only to satisfy the standard C header and
type expectations of the integrated libtl code. They intentionally use
standard C names such as uint32_t, bool, va_list, memcpy, and lowercase
header filenames, which do not follow normal EDK2 coding style rules and
therefore should not be checked as regular EDK2 sources.

BREAKING-CHANGES.md: Document ArmTransferListLib relocation
Document the relocation of ArmTransferListLib and its public Transfer
List interfaces from ArmPkg to MdePkg.
The old ArmPkg paths are removed by this change. Out-of-tree consumers
must update their package dependencies and library mappings to use the
corresponding MdePkg paths.
Link the implementation and companion platform changes, and provide
migration guidance for affected consumers.
