MdePkg: Define the SPCR RISC-V interrupt type
SPCR defines interrupt-type bit 4 for RISC-V PLIC/APLIC interrupts,
but SerialPortConsoleRedirectionTable.h only defines bits 0 through 3.
Add the missing symbolic constant for the standard RISC-V interrupt
type. This is a header-only change with no change to table layout or
runtime behavior.

DynamicTablesPkg/AcpiSpcrLib: Accept RISC-V interrupt type
The SPCR generator excludes the standard RISC-V PLIC/APLIC interrupt
type from its valid interrupt mask. A platform supplying this type
through EArchCommonObjSpcrInfo is consequently rejected with
EFI_INVALID_PARAMETER.
Include the RISC-V interrupt type in the valid mask. Like GIC, require
it to be used on its own. Leave existing interrupt combinations,
reserved-bit validation and platform defaults unchanged.
