MdeModulePkg/UsbBusDxe: Handle a quirk in Interface descriptor
Some specific device requires a quirk in the Interface descriptor for
InterfaceNumber to work properly
[Suggested Solution]
Implement the mechanism to ensure the first InterfaceNumber not equal
to zero.
