StdLib/LibC: Add gmtime_r() and localtime_r() reentrant time functions
Add to edk2-libc gmtime_r and localtime_r — the reentrant variants of gmtime
and localtime.
Both functions are now part of the C++26 standard library header `<ctime>`.
This PR fixes this issue: https://github.com/tianocore/edk2-libc/issues/121
