StdLib/LibC: Fix gettimeofday() always returning tv_usec = 0
Fix the current implementation of `gettimeofday()` that always sets
`tp->tv_usec = 0`, discarding all sub-second precision.
Replace the `time(NULL)` call with a direct `gRT->GetTime()` call, so both
`tv_sec` and `tv_usec` are derived from a single atomic EFI time snapshot.
