Move the PCD that are defined with the same values for:
- ArmVirtCloudHv.dsc
- ArmVirtKvmTool.dsc

- ArmVirtXen.dsc
to ArmVirt.dsc.inc.

ArmVirtPkg: Factorize common PCI PCD values in ArmVirt.dsc.inc
Move the PCD that are defined with the same values for:
- ArmVirtCloudHv.dsc
- ArmVirtKvmTool.dsc
- ArmVirtQemu.dsc
- ArmVirtQemuKernel.dsc
to ArmVirt.dsc.inc. This change is restricted to PCI-enabled
platforms.

ArmVirtPkg: Move secure boot support to ArmVirt.dsc.inc
The following platforms support secure boot:
- ArmVirtCloudHv.dsc
- ArmVirtQemu.dsc
- ArmVirtQemuKernel.dsc
and can disable it with a build-time option.
Make this build time option generic to all ArmVirtPkg platforms
while preventing Xen/Kvmtool platforms from enabling secure boot.
No functional change.

ArmVirtPkg/ArmVirtCloudHv: Remove flash related configs
The CloudHv platform seems to have inherited from some flash
specific configuration:
The following PCDs are set:
- PcdFlashNvStorageVariableBase
- PcdFlashNvStorageVariableSize
and used in GetVariableFlashNvStorageInfo() from the library:
VariableFlashInfoLib|MdeModulePkg/Library/BaseVariableFlashInfoLib/BaseVariableFlashInfoLib.inf
VariableFlashInfoLib is used in
MdeModulePkg/Universal/Variable/Pei/VariablePei.inf
MdeModulePkg/Universal/Variable/RuntimeDxe/VariableRuntimeDxe.inf
The CloudHv uses emulated variable NV mode, which never requires
PcdFlashNvStorageVariableBase/PcdFlashNvStorageVariableSize values.
Remove these 2 PCDs from the .dsc file.
For the similar reason, remove the BaseMemoryLib replacement
in VariableRuntimeDxe.inf.

ArmVirtPkg: Move emulated variable usage to ArmVirt.dsc.inc
The following platforms use emulated variables:
- ArmVirtCloudHv.dsc
- ArmVirtXen.dsc
These are the ArmVirtPkg platform not relying on flash backed
variables. Make PcdEmuVariableNvModeEnable the alternative
of FLASH_BACKED_RUNTIME_VARIABLE==TRUE.
No functional change.
