DynamicTablesPkg: Add LoongArch64 CM namespace header
Define a LoongArch64 Configuration Manager namespace for MADT data.
The objects describe table-wide settings and the Core, LIO, HT, EIO,
MSI, BIO, and LPC interrupt controllers.
Use AcpiProcessorUid for the processor identity matched to an AML _UID,
and model MAX_UINT32 as the invalid physical CoreId. Expose each
ACPI-defined PIC structure Version through its matching CM object.
Currently, ACPI defines only version 1.

DynamicTablesPkg/TableHelperLib: Add LoongArch64 CM object parsers
Define TableHelperLib field parsers for all LoongArch64 Configuration
Manager objects. Also dispatch the LoongArch64 namespace through
ParseCmObjDesc() so CM debug output can print these objects instead of
reporting the namespace as unsupported.

DynamicTablesPkg/Acpi: Add LoongArch64 MADT generator
Add a MADT generator for LoongArch64 Core, LIO, HT, EIO, MSI, BIO,
and LPC interrupt controllers. Validate required objects, structure
versions, identifiers, reserved flags, invalid physical CoreIds,
address ranges, MSI vector ranges, and table size before writing the
ACPI table.
Support MADT revisions from ACPI 6.5, where the LoongArch64 interrupt
controller structures were introduced, through ACPI 6.6.
