ShellPkg: Remove improper Depex section in UEFI_APPLICATION
According to INF specification, UEFI_APPLICATION cannot have Depex
section. So remove it.

MdeModulePkg: Remove Depex section in UEFI_DRIVER and UEFI_APPLICATION
According to INF specification, UEFI_DRIVER and UEFI_APPLICATION
cannot have Depex section. So remove it.
