AppPkg/Applications/Enquire: explicitly set -std=gnu89 for GCC
Recent GCC defaults to a newer C standard, to which the ancient Enquire
code does not conform.
Explicitly set -std=gnu89 for it.
This is tested to build on GCC 15.
