Maintainers.txt: Remove SignedCapsulePkg
Remove SignedCapsulePkg from the following root workspace files:
- Maintainers.txt: Remove the SignedCapsulePkg section including the
package name, file path (F:), and wiki URL (W:) entries.
- .git-blame-ignore-revs: Remove the SignedCapsulePkg uncrustify
formatting commit (b87864896714) from the blame ignore list.
SignedCapsulePkg is no longer used. The features provided by this
package have been superseded by FmpDevicePkg.

.pytool: Remove SignedCapsulePkg
Remove SignedCapsulePkg from the following .pytool files:
- CISettings.py: Remove SignedCapsulePkg from the GetPackagesSupported()
list to exclude it from CI build and test operations.
- Readme.md: Remove the SignedCapsulePkg row from the package status
table.
SignedCapsulePkg is no longer used. The features provided by this
package have been superseded by FmpDevicePkg.

- ISSUE_TEMPLATE/bug_report.yml: Remove SignedCapsulePkg from the
affected package drop-down list.

affected package drop-down list.

label rule and its associated key.
