edk2-libc/.github: Address review feedback for GCC workflow updates
Remove redundant git flags and improve POSIX compatibility.
- Remove --recursive from git clone as submodule initialization is
handled explicitly in the next step
- Remove --recursive from git submodule update as nested submodules
are not required for the build
- Replace bash-specific 'source' with POSIX-compliant '.' for better
shell portability
Addresses review feedback on PR discussion
