edk2-libc/.github: Update GCC workflows to use modern GCC toolchain
Replace deprecated GCC5 toolchain with the modern GCC toolchain
as recommended in EDK2 tools_def.txt. GCC5 was deprecated in
favor of GCC which supports GCC 5 or later with LTO.
Additional fixes:
- Remove trailing colon from PACKAGES_PATH environment variable
- Add --recursive flag to git clone and submodule update for
complete EDK2 initialization
- Use 'source' instead of '.' for edksetup.sh for consistency
- Update cross-compiler prefix variables (GCC5_* to GCC_*)
This resolves the "[GCC5] not defined. No toolchain available for
build!" error in both Python and AppPkg GCC workflows.
