RedfishPkg/RedfishDiscoverDxe: Do not require TCP6 if IPv6 HTTP off
Redfish discover required TCP4, TCP6, and REST EX on every
controller. Platforms that disable IPv6 HTTP
(PcdIPv6HttpSupport FALSE) do not install TCP6, so driver
Supported/Start/Stop failed and discovery did not run over
IPv4. Skip the TCP6 row in the required-protocol walk when
gEfiNetworkPkgTokenSpaceGuid.PcdIPv6HttpSupport is FALSE,
consistent with NetworkPkg's IPv6 HTTP gating.
