MdePkg: Update YAML to ignore specific ECC files/errors
Cper.h files conatains register names (for example X0) as variable names
which doesnot contain lower case characters and hence EccCheck fails.
Keeping these variable name same as the specification makes more sense.

MdePkg: Add macros for ARM Processor Error Section in Cper.h
Add CPER definitions for ARM Processor error section per UEFI spec. The
definitions are part of Section N.2.4.4 (ARM Processor Error Section)
of Appendix N (Common Platform Error Record).
