OvmfPkg/BaseMemEncryptSevLib: IGVM data HOB ranges are prevalidated
Exclude these ranges in addition to the ranges from the static
mPreValidatedRange array, by checking the IGVM data HOBs in
DetectPreValidatedOverLap().
