OvmfPkg/LoongArchVirt: Fix the misuse issue of ExtractGuidedSectionLib
In DXE_RUNTIME_DRIVER and UEFI_DRIVER, ExtractGuidedSectionLib should
use DxeExtractGuidedSectionLib.inf instead of
PeiExtractGuidedSectionLib.inf.
