MdePkg/BaseRngLib: Rename Riscv folder to RiscV
To keep folder name consistent for RISC-V specific code, rename it to
RiscV and update the INF file to reflect it. Since review notifications
depend on the folder name, the naming should be consistent.

Maintainers.txt: Add RiscV folder as well
edk2 contains RISC-V specific code under both "RiscV64" and "RiscV".
At present, only "RiscV64" is associated with my maintainer entry,
resulting in missed review notifications for changes in the "RiscV"
directory. So, update the maintainer file to include the "RiscV"
directory as well.
