ArmPkg: Remove branch prediction control APIs
Remove deprecated branch prediction control APIs from ArmLib and their
callers. These interfaces are not required on AArch64 and do not have
any valid in-tree consumers.

MdePkg/ArmLib: Remove unused AArch32-only declarations
ArmLib contains obsolete AArch32-only declarations that are
not relevant to AArch64:
- ARM_PROCESSOR_MODE enum and processor mode constants
- AArch32-specific MMU/vector helpers:
ArmSetDomainAccessControl(), ArmSetLowVectors(),
ArmSetHighVectors(), and ArmSetTTBCR()
Remove these declarations as they are unused across the tree.
