IntelFsp2Pkg: Remove GCC48/49/5 build options from QemuFspPkg.dsc
no-pic no-pie were already specified in GCC and GCC5, so it is believed
the removed GCC5 options were no longer necessary before this change,
and do not need to be transferred to GCC5.
