UefiPayloadPkg : Roll back the sequence of gEfiEndOfPeiSignalPpiGuid.
Adjust the sequence of gEfiEndOfPeiSignalPpiGuid notify function
when FDT is disabled , or some of notify functions won't work
cause the debug message print twice.
