Sorry for replying all, just doing for the sake of information to
others.  First of all I must make this clear that I dont have
much experience of German education system, as I am on German
Green card and I came directly on that.  But during my job I
thought to do MS in Communication and I am enrolled in
www.rwth-aachen.de http://www.rwth-aachen.de, they offer MS in
English and I live in same town.  But I couldn't manage to go
ever to university because timing of university is 8:30am -5:30pm
(different lecture / labs) and I cannot afford to go as my core
office hours.

Yes you are right education is so far free in state universities.

I cannot tell you exact amount but what I know for sure 120 Euro
for Medical insurance, and some 150 Euro for Hostel, might be
same for food or approx.  500-600 Euro permonth you can need.

They require 4 yr degree (BE), letter from NED that medium of
education was in English, TOEFL/IELTS, now some are asking GRE
too but some very few.

No GPA, and no GRE (mostly) but if university require GRE for
education then may be, But fact is not much universities are
offering scholarship , as Education is already free, but in some
case (vary from University to University person can get
scholarship too, as I heared

I know many student and they all are living by there own , mean
maybe in start months (2) you will need this 600 Euro approx..
from your home, but then you will be able to get some part time
job in university or outside easily, But YOU MUST KNOW QUITE GOOD
GERMAN LANGUAGE FOR THAT.  very few companies are offering jobs
in English, so if you know German language then chances are very
very good to get some work for part time, Here counts your extra
qualification (Java / C++ / UNIX / scripts/ Cisco / MS etc ) for
good job.

Send your papers to universities, and then they will send you
invitation after excepting your application and that you have to
present in German embassy .  I have heard that after Sept 11
German consulate has been hard, and they ask your document for
verification and also before send ur document to university they
make attest.  So keep this in mind, must go German consulate for
information and ask new procedure for applying, also I have heard
that they need 5000 Euro Bank statement from each student before
issuing German visa.  Sorry I don't know much about student visa
requirement of Consulate.  But Person can go and ask (German
consulate is just next to British Consulate on way to Park Tower
Clifton, Karachi)

For germany , you must start learning German language , its not
required by university , but German embassy look into that , also
in Germany for finding good work and social life it will help
alot believe me :) .
