I am a bit puzzled. There is no link from ecls.sf.net to any tarball. The
link points to the project page, where the file to be downloaded is
automatically generated by Sourceforge -- we have no control on the
front-page link and it takes some minutes / hours to update.
Now if you follow to the last release directory,
https://sourceforge.net/projects/ecls/files/ecls/12.12/ you will find a
stable link
As for the filename extension, previous files were probably generated by
hand. I now use a couple of lines in my makefile to do the job
