Move ARM-specific functions out of MachRegister (#1894)
* Move getArchRegFromAbstractReg into dwarfFrameParser
This is the only place it's used. This change also
1) changes the name
2) does the architecture check at runtime instead of compile time
3) doesn't crash for non-aarch64 platforms
* Move getArchReg
It's only ever used in arm_process.C.
