I sometimes had this, too. In this case the UI fails to load the i18n-files (the language data, you see the keys which are to be replaced by the language specific text). For more information on that, have a look on the json5-files in DSPace's angular application in src/assets/i18n.

If you open the developer tools on your browser and have a look on the network tab, you should see some 4xx-errors on the not found "en.json5", or any other language file.

It found no solution to that, but currently, I don't see this on DSpace 9.2.

Do you use the dev or the production mode ?
