This same bug is also reported against Fedora;

There it was determined that it is not necessary to completely disable AGP, but
that dropping from AGP 4X to AGP 1X is sufficient to let the system resume.

In other words, boot with: radeon.agpmode=1

There is though a serious performance penalty with doing so with certain
applications (games) that copy around large textures.
