Yes, I was talking about low level mechanisms.  I expect it's just a bit 
in one of the registers that needs setting to make the card send an IRQ 
on vblank, but I can find no information from some extensive Googling. 
(how I long for the good old days when hardware developers actually told 
you how to talk to the hardware you'd just spent your money on...)
