What is this WaitAge stuff supposed to do?

To me it looks like some pre-texmem stuff and I think it can be removed. I
have actually removed it in my DirectFBGL+Mesa code and things seem to be
working fine.

- texmem code makes sure bound textures aren't kicked out
- ILOADs are surrounded by DWGSYNCs
- AGP texture uploads quiesce the hardware before the copy

So I don't see any need for this stuff. Or am I missing something?
