I'd say something like:
< tag the repostiory >
cvs rtag -b s3v-0-0-1-branch xc
< checkout the branch >
cvs checkout -r s3v-0-0-1-branch xc
<get everything working in the checked out tree>
< add new directories & files >
cvs add ...
< when you're really sure >
cvs commit ...
