Hm indeed, RIP. I got confused by this one:

                /* Pre-FB_MODIFIERS userspace didn't clear the structs 
properly. */
                if (!(r->flags & DRM_MODE_FB_MODIFIERS))
                        continue;

But it's only run for unused planes.
