The driver performs no display scaling by default since it forces the timing for the preferred mode of the display. This means that refresh rate would effectively be ignored - forcing the user to manually set "scaling mode" to "off" in order to use a refresh rate different from the preferred mode. It's certainly not very intuitive default behavior. There's also good reason to favor using the preferred mode by default for driver scaling - it's the most likely to not be affected by any sort of display side scaling.
