libdrm only installs amdgpu.h in /usr/include/libdrm/ if it is compiled with
amdgpu support.
If libdrm is compiled with radeon support only, then
/usr/include/libdrm/amdgpu_drm.h is installed only.
Tested with x11-libs/libdrm-2.4.80::gentoo
