VS.NET is very, very nice.  If you're on a budget, there's Microsoft's
WebMatrix
(http://www.asp.net/webmatrix/default.aspx?tabindex=4&tabid=46) for
ASP.NET apps.

For all-around .NET development, #develop is a very nice, free IDE
(http://www.icsharpcode.net/OpenSource/SD/)
