If the document's final edit has been done and is ready for publishing I would suggest it is placed in the "Published" folder. This seems to be a better option than having questionably named folders scattered around NextCloud. The folder name is only a label, placing a document there does not actually publish or do anything else with the file. Feeding all the fully reviewed chapter documents into the "Published" folder allows the book's Coordinator/Publisher to use that folder for assembling them into the the final publication. S/He will already know when the guide is ready for publication.
Keep in mind that some native language teams might want to start work on translations of the English chapters as they are completed, rather than have to wait until they are actually published on the wiki and website. Finding new documents in the "Published" folder is a clear indication that the chapter is ready for translation.
